Would fewer years of schooling in China lead to more innovation?

Chinese entrepreneur, James Jianzhang Liang, co-founder of China’s largest Internet travel portal Ctrip.com, is urging the Chinese government to cut back on the number of years of school required for Chinese young people. He recommends reducing the number of middle/high school years from six to four, and college years from four to three. This would allow students to enter the job market at 19 and to begin to establish themselves in their profession at an earlier age. Mr. Liang feels that would encourage innovation, given that the appetite for risk-taking is greater in one’s twenties than in one’s thirties.
